EPCAMR acts as a\u00a0liaison\u00a0between the following entities to reclaim land and remediate water:<\/p>\n<p><strong><span style=\"font-size: medium;\">Federal Government<\/span><\/strong><\/p>\n<ul>\n<li>Office of Surface Mining (OSM) &#8211;\u00a0Federal agency responsible for\u00a0overseeing state mining programs\n<ul>\n<li>\u00a0The Surface Mining Control\u00a0&amp; Reclamation Act\u00a0(SMCRA)\u00a0of 1977, that established current mining and reclamation standards, created the Abandoned Mine\u00a0Land Reclamation Trust Fund, provided for emergency\u00a0response to states when necessary<\/li>\n<\/ul>\n<\/li>\n<li>Environmental Protection Agency (EPA) &#8211;\u00a0Federal agency responsible for\u00a0overseeing state environmental programs, such as air and water pollution\u00a0programs\n<ul>\n<li>Provides grants to states for\u00a0various environmental cleanup projects<\/li>\n<li>Pennsylvania receives EPA\u00a0funds for abandoned mine drainage projects<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><span style=\"font-size: medium;\">State Government\u00a0<\/span><\/strong><\/p>\n<ul>\n<li>Pennsylvania Department of Environmental Protection (PA DEP) &#8211;\u00a0State agency responsible for enacting state environmental programs with several bureaus\n<ul>\n<li>Bureau of Abandoned Mine\u00a0Reclamation (BAMR) manages PA abandoned mine reclamation programs and an orphaned well-plugging program<\/li>\n<li>District Mining Offices enforce laws that ensure\u00a0present and future restoration of mines and well sites<\/li>\n<li>Bureau of Watershed\u00a0Management\u00a0limits and deals with pollution entering PA waterways and lakes<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><span style=\"font-size: medium;\">Other\u00a0Federal\/State Agencies<\/span><\/strong><\/p>\n<ul>\n<li>Coordinate abandoned mine land\u00a0reclamation efforts with OSM, EPA, and PA DEP\n<ul>\n<li>U.S. Department of Labor Mining Safety &amp; Health Administration<\/li>\n<li>U.S. Geological Survey<\/li>\n<li>Army\u00a0Corps of Engineers<\/li>\n<li>Natural\u00a0Resource Conservation Service<\/li>\n<li>National\u00a0Fish &amp; Wildlife Federation<\/li>\n<li>Pennsylvania\u00a0Fish &amp; Boat Commission<\/li>\n<li>Pennsylvania\u00a0Game Commission<\/li>\n<li>Pennsylvania Department of Conservation and Natural Resources<\/li>\n<li>National\u00a0Coalition for Abandoned Mine Reclamation<\/li>\n<li>National\u00a0Association of Abandoned Mine Land Programs<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><span style=\"font-size: medium;\">The Active\u00a0Industry<\/span><\/strong><\/p>\n<ul>\n<li>Industries currently\u00a0mining, re-mining, and reclaiming land\n<ul>\n<li>Re-mining the remaining coal from abandoned mine lands and reclaiming the land &#8211; 3,400 acres of re-mining was\u00a0started by mining companies in 1997<\/li>\n<li>Industry\u00a0reclaims abandoned mine lands 7x faster than the State PG<\/li>\n<li>Co-generation facilities are able to turn waste coal, culm, into electric energy<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><span style=\"font-size: medium;\">Watershed Groups and Community Organizations<\/span><\/strong><\/p>\n<ul>\n<li>Grassroots efforts to monitor and clean up local waterways\n<ul>\n<li>Receive federal\/state\u00a0assistance to carry out abandoned mine drainage projects and reclamation in their\u00a0watersheds<\/li>\n<li>Over 50 groups in Eastern\u00a0Pennsylvania partner with DEP, EPCAMR,\u00a0WPCAMR, and others to get work accomplished<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><span style=\"font-size: medium;\">County\u00a0Conservation Districts<\/span><\/strong><\/p>\n<ul>\n<li>\u00a0Advocates for local\u00a0environmental interests, county by county\n<ul>\n<li>Help DEP and others plan\/carry out abandoned mine reclamation<\/li>\n<li>Prioritize\u00a0reclamation activities in their\u00a0counties<\/li>\n<li>Act as\u00a0financial administrators and co-sponsors for watershed grants<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><span style=\"font-size: medium;\">Colleges &amp;\u00a0Universities<\/span><\/strong><\/p>\n<ul>\n<li>\u00a0Help others involved with\u00a0reclamation activities by:\n<ul>\n<li>Conducting research on\u00a0environmental problems<\/li>\n<li>Encouraging public debate\u00a0about environmental issues<\/li>\n<li>Helping solve problems through\u00a0technical assistance and new methods<\/li>\n<li>Providing interns to work with organizations and gain real world work experience<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><span style=\"font-size: medium;\">Nonprofit Organizations<\/span><\/strong><\/p>\n<ul>\n<li>Eastern Pennsylvania Coalition\u00a0for Abandoned Mine Reclamation (EPCAMR)<\/li>\n<li>Western Pennsylvania Coalition\u00a0for Abandoned Mine Reclamation (WPCAMR)\n<ul>\n<li>Combined, cover 47 counties in Pennsylvania<\/li>\n<li>Grassroots groups cleaning up Pennsylvania&#8217;s abandoned mine land problem<\/li>\n<li>Work closely with government\u00a0to come up with workable solutions<\/li>\n<li>Educate communities and schools on reclamation issues<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n ","protected":false},"excerpt":{"rendered":"<p>Partnerships that make EPCAMR thrive.
